I understand the rules of the community but my landlord had not warned me about this and i had to pay a fine for not knowing (I am an international student so it is acceptable that I may not know all the rules this country has). I wish my landlord informed me or the city of binghamton would give a warning for 1st violation instead of a fine. (The bah was not picked up and after finding out about the rule i removed the trash myself. So the trash sat on the curb for a total of 3-4 hours and did not disturb anyone.) "
